Learning to be
In 1972, the UNESCO’s International Commission on the Development of Education commission issued the document ‘Learning to be’, which contained a number of recommendations for adult education. One of the basic ideas was: ‘Every individual must be in a position to keep learning throughout his life. The idea of lifelong education is the keystone of the learning society.’

World Declaration on Education for All
The World Conference on Education for All in Thailand (Jomtien; 1990) adopted the ‘World Declaration on Education for All’ (the so-called Jomtien Declaration). This document declares that: ‘Every person – child, youth and adult – shall be able to benefit from educational opportunities designed to meet their basic learning needs.’

In 1996, the UNESCO’s International Commission on the Development of Education issued the report ‘Learning: The Treasure Within’ – the so-called Delors Report.

White Paper on Education and Training
In 1996, White Paper on Education and Training was issued by the EU. The document emphasises the need for a ‘learning society’. It brings a proposal for a system of recognising the knowledge and skills acquired as the element of work mobility and lifelong learning.

The Agenda for the Future
At UNESCO’s 5th International Conference on Adult Education in Hamburg in 1997, a significant document – ‘The Agenda for the Future’ – emerged, which resolves the challenges of adult education in the 21st century. Along with the agenda, the so-called Hamburg Declaration was adopted.
A Memorandum on Lifelong Learning
A Memorandum on Lifelong Learning is a document which very specifically prescribes the future of lifelong learning. This document emphasises two basic aims for lifelong learning: promoting active citizenship and promoting employability. It further defines three basic categories of: purposeful learning activity: formal, non-formal and informal learning.

National Programme for the Development of Education in the Czech Republic – the so-called White Paper. The Czech White Paper has been conceived as a systemic project expressing intellectual bases, general plans and development programmes which are to be authoritative for the development of the educational system in the medium term.

On the 23rd May 2007, the Czech Government approved the Long-Term Plan for Education and the Development of the Educational System of the CR (Government Resolution No. 535).
Human Resources Development Strategy in the CR
Human Resources Development Strategy in the CR (2003). This document, listing the future global and national challenges from which the demands placed on human resources are derived, builds on the globalisation of the world economy and deepening internationalisation of the Czech economy. From this position, it also judges the future of large and small companies, the role of research, new forms of work organisation, technological development, especially the influence of ICT, the needs of craft and labour qualification. Special attention is paid to changes in education, training and the role of company education.
National Action Plan for Employment for 2004–2006
The Government of the Czech Republic approved by its Resolution No. 696 of 14th July 2004 the National Action Plan for Employment for 2004–2006. National action plans are an instrument for the implementation of national employment policies of the EU member states, presenting the objectives and implementations of national policies on employment in the medium term.
Human Resources Development Operational Programme
Human Resources Development Operational Programme (HRDOP; 2004–2006) specifies the priorities and measures in the sector of human resources development for the implementation of assistance within Goal 1 of the EU Structural Funds. The global aim of the Human Resources Development Operational Programme is the attainment of a high and stable level of employment based on a qualified and flexible workforce, integration of socially excluded population groups and competitiveness of companies while respecting the principles of sustainable development.
